Business Development Manager, Gov Contracts – Greater Boston Area

the Department of Veterans Affairs, USAID, Treasury, Social Security Administration, and many other
prominent companies and government agencies.
Job Summary:
We have an immediate opening for a well-organized, experienced Business Development Manager, Government Contracts with a demonstrated background of success in developing and implementing capture plans for Federal/Government contracts.
The ideal applicant manages all aspects of business development for a small business that works with the federal government. Someone with an established record of identifying and winning federal contracts; managing the lifecycle from opportunity identification to proposal submission. A BD manager who can cover all bases from identifying and researching opportunities to fully self-developing RFIs and RFPs for submission to the government. This is a significant opportunity for the right person.
Reporting to the COO, the Business Development Manager will leverage their experience in targeting the Federal/Government to market, identify, develop, qualify and capture new business opportunities. The BDM will use their knowledge and awareness of the federal services sector to grow the company. The BDM will be held responsible for measurable growth through sales in the services sector.
Key Responsibilities include but are not limited to the following:
• Lead business development and client management efforts including initiating calls to prospective clients, preparing capability briefings and information packets, conducting client meetings to uncover, create opportunities that lead to new business and expand relationships.
• Analyze government marketplace to identify business opportunities that match company capabilities and experience.
• Conduct capture planning and manage proposal process including response development, proposed pricing, document preparation, submission, closure and follow up.
• Use consultative selling techniques to better understand customer desires and thus create customer-centric solutions.
• Develop and implement multi-level and multi-dimensional customer contact plans and sales pipelines.
• Work with company staff to ensure all appropriate resources are utilized to respond to request for proposals.
• Identify and establish relationships with key government agencies and decision makers.
• Develop and maintain a prioritized pipeline. Be aware of win/loss analysis, lessons learned and related process improvements.
• Attend workshops, trade shows, and seminars to maintain deep understanding of market segment and customer environment in addition to making new relationships.
Minimum Requirements:
• Five years of demonstrated experience in developing and implementing successful capture plans for federal government contracts that include strategic planning skills, proposal writing in response to RFPs/RFQs/RFIs, developing and managing marketing, bid and proposal budgets.
• Knowledge and experience of Federal & Defense Industry Contracting with an understanding of FAR/DFAR
• Bachelor’s Degree or higher in a work-related field of study (Business, Marketing etc.)
• Knowledge and experience with program management, program planning and execution
• Proven ability to function with minimal supervision.
• Demonstrated proficiency with Microsoft Office Products to include Word, Excel, Outlook, PowerPoint, MS Project, video and social media tools.
• Ability to work additional hours during peak times.
• Professional demeanor with excellent written and oral communication skills for interaction with all levels within the organization, along with external customers and vendors.
• Must be proactive and able to multi-task, prioritize, and handle a broad range of activities.
• Proven track record in penetrating and closing contracts with federal agencies.
• Verifiable Record of Business Growth
• Proficiency in Bid and Proposal, to include technical writing, pricing, and staffing is a must.
• Able to pass a Federal background check.
• Experience with GovWin, FedBizOps, FedConnect, and/or similar systems
