Regional Property Manager (Affordable Housing – Buffalo/Syracuse Portfolio)
The Regional Property Manager is responsible for the overall operational, financial, and regulatory compliance of a portfolio of 4 affordable housing properties within the Buffalo (3) and Syracuse (1) areas. This role involves strong leadership, staff development, and a deep understanding of complex affordable housing regulations, specifically LIHTC and HUD Project-Based Section 8 programs.

Key Responsibilities
Compliance & Reporting:
- Monitor and ensure strict compliance with all LIHTC, HUD, and Project-Based Section 8 program requirements, including the annual certification/recertification process.
- Oversee the preparation and submission of all required documentation and reports for various audits and inspections (REAC, MOR, etc.).
- Ensure all resident files and documentation meet agency and investor standards.
- Stay informed about changes in federal, state, and local housing regulations, implementing necessary adjustments to policies and procedures.
Operations & Financial Management:
- Manage the financial performance of the portfolio, including developing annual operating budgets and reviewing monthly financial reports and variance explanations.
- Track receivables, manage rent collection and delinquency, and oversee the eviction process for non-payment.
- Monitor occupancy and vacancy rates, working with property managers to facilitate timely unit turnover and lease-ups.
- Oversee day-to-day maintenance operations, ensuring properties are well-maintained and meet safety and building code requirements.
Leadership & Resident Relations:
- Hire, train, motivate, and supervise on-site property staff, providing ongoing support and guidance.
- Address escalated resident issues and complaints, fostering a positive community environment and ensuring high resident satisfaction.
- Conduct regular property visits and audits to assess operations, physical appearance, and compliance.
Experience:
- Minimum of five (5) years of progressive property management experience, with at least two (2) years in a regional or multi-site leadership role.
- Extensive experience in affordable housing programs, including LIHTC, HUD, and Project-Based Section 8.
Certifications:
- Tax Credit Compliance certification required (e.g., HCCP – Housing Credit Certified Professional, TCS – Tax Credit Specialist); must be obtained within a specified timeframe (e.g., six months) if not already held.
- HUD/Section 8 certification required (e.g., COS – Certified Occupancy Specialist, BOS – Blended Occupancy Specialist).
Skills:
- Proficiency in property management software (experience with RealPage/OneSite or Yardi is a plus).
- Strong understanding of Fair Housing laws and regulations.
- Excellent written and verbal communication, organizational, and leadership skills.
- Valid driver’s license and reliable transportation for travel between properties.
