Business Development Manager – Federal Contracts

Salary: $150K + bonus
Position Summary:
We are looking for a skilled and driven Business Development Manager with Federal Contracting experience to join our leadership team. This role will be instrumental in identifying and capturing new federal business opportunities, leading end-to-end development of proposals, and contributing to the growth of the company’s government portfolio. You will be responsible for independently managing the entire business development lifecycle—from market research and lead generation to bid submission and post-proposal follow-up.
Reporting to the COO, this is a high-impact role suited for an individual who thrives in a small-business environment and is experienced in navigating the federal procurement process. A successful candidate will bring a strong track record in winning government contracts and developing strategies that lead to sustainable revenue growth.
Primary Responsibilities:

Drive outreach efforts to prospective government clients; schedule and conduct briefings, prepare marketing materials, and deliver solution-oriented discussions.

Research federal procurement channels to identify business opportunities that align with the company’s service offerings.

Manage all phases of the capture process, including proposal strategy, pricing coordination, writing responses, compliance checks, and timely submission.

Utilize consultative sales techniques to craft customized solutions that meet agency needs.

Build and maintain a robust pipeline of leads and ensure continual progress toward sales targets.

Collaborate with internal teams to gather technical content and ensure resource alignment on bid efforts.

Establish and cultivate long-term relationships with government stakeholders and procurement officers.

Maintain a database of pursuits and outcomes, and lead debriefings for process improvement.

Represent the company at relevant industry events and government contracting forums to strengthen presence and intelligence.
Qualifications:

Minimum of 5 years of experience in federal business development, with a demonstrated ability to secure new contract awards.

Strong understanding of federal procurement regulations, including FAR and DFARS.

Bachelor’s degree in Business, Marketing, Government, or a related field.

Experience managing proposal responses (RFPs, RFQs, RFIs), including pricing strategy and compliance.

Strong program management skills and the ability to coordinate multiple priorities simultaneously.

Self-motivated with a high level of autonomy in managing projects from start to finish.

Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint), and familiar with project management tools and online platforms.

Exceptional interpersonal and written communication skills, capable of engaging with senior-level stakeholders.

Demonstrated success in growing revenue within the federal marketplace.

Familiar with federal contract sourcing tools such as GovWin, SAM.gov, FedConnect, and related systems.

Able to obtain and maintain a federal security clearance if required.

Willing to work extended hours during proposal deadlines or peak periods.
