Compliance Manager

We have partnered with a Regional Property Management company who is looking to hire a Compliance Manager for a 200 unit property (Section 8, LIHTC) in downtown Stamford

Pay range is $60-65k range with a schedule of 8am – 5pm Mon-Fri

This role is integral to ensuring that the property remains in compliance with federal, state, and local regulations, including HUD and LIHTC guidelines.

Key Responsibilities:

  • Manage and execute all aspects of the certification and recertification process for residents, including initial certifications, annual recertifications, and interim adjustments. Ensure that all documentation is accurate and compliant with HUD and LIHTC regulations.
  • Conduct eligibility interviews and verify the accuracy of income calculations, assets, and other pertinent factors affecting rent and subsidy levels. Maintain accurate and up-to-date resident files, ensuring compliance with all relevant regulations.
  • Prepare and submit all required compliance reports to HUD, state agencies, and investors. Handle any compliance-related audits and ensure a positive outcome.
  • Serve as the primary point of contact for residents regarding compliance-related issues. Respond to inquiries and provide guidance regarding the certification process, lease terms, and housing policies.
  • Collaborate with resident services and management teams to ensure a smooth experience for residents, while maintaining strict adherence to compliance guidelines. Assist residents in completing required paperwork, as needed.
  • Maintain readiness for audits, inspections, and reviews from regulatory agencies, investors, and internal auditors. Ensure that all compliance documentation is complete, up-to-date, and accurately reflects the property’s status.
  • Identify any areas of potential risk and implement corrective actions or improvements as necessary to meet regulatory standards.
  • Work closely with the property management team to ensure that compliance requirements are met in conjunction with leasing and management activities.
  • Collaborate with the maintenance and operations teams to ensure that any compliance-related physical deficiencies (e.g., housing quality standards) are addressed in a timely manner.
  • Use HUD’s EIV and TRACS systems for compliance reporting, tenant information verification, and recertifications. Ensure accurate reporting of all required data to HUD and LIHTC agencies.
  • Manage and maintain compliance-related software, ensuring timely submission of all reports and monitoring changes in HUD regulations and updates to compliance systems.

Qualifications and Skills:

  • Minimum of five years of experience with HUD and LIHTC recertifications, or equivalent professional certification such as Certified Occupancy Specialist (COS).
  • In-depth knowledge of HUD regulations, LIHTC program rules, and the HUD 4350 handbook.
  • Proficiency with compliance software, including EIV, TRACS, and other related platforms. Experience with property management software is a plus.
  • Impeccable attention to detail, with a strong ability to work independently and manage multiple tasks simultaneously.
  • Exceptional verbal and written communication skills, particularly in explaining complex regulatory requirements to residents and colleagues.
  • Proven track record of success in compliance management within an affordable housing setting.
  • Bilingual (Spanish/English) proficiency preferred.
  • Minimum of an Associate’s degree or equivalent experience in a related field, such as public administration, property management, or social work.
