Job Summary
We are seeking a detail-oriented and experienced Payroll Specialist to join our team. The ideal candidate will have hands-on experience with Munis (Tyler Technologies) and a solid understanding of union payroll processing, including collective bargaining agreements, dues, differentials, and other union-specific components. This role is responsible for ensuring accurate and timely payroll processing for a multi-bargaining unit environment in compliance with federal, state, and local regulations.


Key Responsibilities

  • Process and audit payroll for union and non-union employees using Munis ERP software.
  • Interpret and apply multiple collective bargaining agreements (CBAs) to payroll processes including differentials, premiums, and step increases.
  • Ensure proper calculation and withholding of union dues, agency fees, and other contractual obligations.
  • Maintain and update employee payroll records, including salary adjustments, benefit deductions, garnishments, and tax withholdings.
  • Collaborate with HR and Labor Relations to ensure payroll compliance with union contracts.
  • Respond to and resolve payroll-related inquiries from employees, union representatives, and management.
  • Prepare payroll reports for internal departments and external agencies, including labor cost allocations, retroactive pay, and special compensation.
  • Assist with year-end processing including W-2s, ACA reporting, and reconciliation of payroll accounts.
  • Stay up to date with changes in federal/state tax laws and union agreements affecting payroll.
  • Participate in audits and ensure documentation is compliant with internal controls and audit standards.

Qualifications
Required:

  • 3+ years of payroll experience, including union payroll processing
  • Proficient in Munis (Tyler Technologies) payroll module
  • Strong understanding of payroll regulations, tax law, and labor compliance
  • Experience interpreting and applying union CBAs
  • Excellent attention to detail and organizational skills
  • Strong Excel skills and ability to work with large datasets
  • Ability to maintain confidentiality and handle sensitive employee information
  • High school diploma or equivalent

Preferred:

  • Associate’s or Bachelor’s degree in Accounting, HR, or related field
  • Experience in a public sector, school district, or government payroll environment
  • Familiarity with timekeeping systems integrated with Munis
  • Knowledge of FLSA, ACA, and wage and hour laws
