SUMMARY
Manages and optimizes the payroll process for the agency with accuracy and timeliness ensuring compliance with state and federal regulations, including tax and labor laws. Interprets company policies and government regulations affecting payroll and benefits procedures. Provides compensation analysis, headcount analysis and ensures accurate payroll data to facilitate month-end close and reconciliations. Complies with all principles of Human Rights, D.P.P.C., Department of Developmental Services, the Division of Medical Assistance, and all other applicable funding regulations as adhered to by the agency.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Responsible for managing and completing the payroll cycle processing.
  • Reviews payroll to ensure accuracy.
  • Balances the payroll accounts by resolving payroll discrepancies.
  • Responsible for maintaining appropriate employee profiles in the payroll system and ensuring calculations are performed accurately within the Paycor system.
  • Complies with all principles of Human Rights, D.P.P.C., Department of Developmental Services, the Division of Medical Assistance, and all other applicable funding regulations as adhered to by the agency.
  • Responsible for overall training on specific use of the Paycor system for all agency staff regarding compensation.
  • Identifies and recommends updates to payroll processing software, systems, and procedures.
  • Updates payroll records by reviewing and approving changes in exemptions, insurance coverage, savings deductions, job titles, and transfers.
  • Determines payroll liabilities by approving the calculation of employee federal and state income and social security taxes, and employer’s social security, unemployment, and workers compensation payments.
  • Prepares various reports related to earnings, taxes, deductions, leave, disability, benefits and nontaxable wages for management and government agencies.
  • Drives salary forecasting and contributes to financial modeling with up-to-date payroll data.
  • Facilitates audits by providing records and documentation to auditors.
  • Responsible for 403b remittances, reporting and testing.
  • Assists with ad hoc Human Resources and Financial reporting and analysis as needed.
  • Maintains payroll guidelines by writing and updating policies and procedures.
  • Working knowledge of employee benefits, including setting up and maintaining leave profiles such as FMLA, Cobra, and other leaves and employee benefits such as 403b elections.
  • Review and interpret bills for payment for all payroll and benefits-related invoices/vendors. Provides Accounting staff with the documentation to support invoices related to payroll and benefits.
  • Responds to employee inquiries pertaining to payroll, timesheet issues and schedules, deferred compensation, and all other activities posted as part of the payroll process.
  • Reviews and sets up personnel records in the payroll system which include name, and position of newly hired workers, and any miscellaneous changes in wage rates and position of employees on the payroll system and personnel files.
  • Maintains payroll staff by recruiting, selecting, orienting, and training employees.
  • Coaches payroll staff by counseling and disciplining employees, planning, monitoring, and appraising job results. Processes Paycor and Shiftboard access for staff as needed. monitoring for new hires and terminations – as needed.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies and trainings.

SUPERVISORY RESPONSIBILITIES
Directly supervises the Payroll Coordinator. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

EDUCATION and/or EXPERIENCE
Bachelor’s degree in Accounting, Business Administration, Human Resources, or related field required or Associate’s degree with 10 years relevant experience; five years’ work experience in complex payroll processing. Strong computer skills as well as well versed in MS Office suite including Excel, Word, and PowerPoint

VEHICLE/TRAVEL
Requires a legally insured and inspected automobile for use to be presented at work and available for use during working hours. If the program has an agency vehicle, staff are expected to drive it as needed.

CERTIFICATES, LICENSES, REGISTRATIONS
Valid and current driver’s license from the state of residency.
