Position Summary: Perform a variety of social service duties for tenants; housing including tenant briefings on available services; tenant relationships; application review; eligibility requirements; documentation and other related services provided to tenants.
Work from federal, state and SHA rules, regulations; schedules; standard forms, established procedures and practices, written and verbal instructions, duties require attention to details data and documentation; effective interpersonal skills, use of various office equipment and software. Bi-lingual preferred.
Essential Functions

  1. ???Receive and review tenant applications to ensure basic eligibility for program participation. Organize and conduct educational briefings. Review applications for continued program participation. Maintain records on prospective tenants in accordance to fair housing principles.
  2. ???Prepare and issue vouchers to clients. Evaluate progress of clients ascertaining additional assistance as needed. Maintain active communication with landlords and representatives of dwelling owners compiling lists of available housing units.
  3. ???Assist prospective tenants in search of rental housing with personal assistance and counseling. Arrange for on-site inspections of units, prepare necessary report and follow up on any repairs prior to occupancy. Receive tenant or landlord complaints and arrange for a hearing if problems can not be resolved.
  4. ???Compute rent based on tenant income information and review against lease documents. Provide oral/written reports as required. Terminate tenants no longer eligible to participate in the program.
  5. ???Serve as witness in signing legal documents as necessary.

Perform other similar duties as assigned or directed by supervisor.

Qualifications
Thorough knowledge of a specialized or technical field such as social program services involving a thorough knowledge plus the application of basic theory. Equivalent to high school plus additional broad specialized training equal to 2 years college.
Over 3 months up to and including 12 months of progressive learning experience.
Diversified duties involving an intensive knowledge of the social services field, and the use of a wide ranger of procedures. Requires the use of judgment in the analysis of facts and circumstances surrounding individual problems and transactions and in the determination of actions to be taken within the limits of standard or accepted practice.
Under general management, proceeds alone on regular duties, referring questionable cases to manager or other.
Probable impact on quality of work may be serious involving losses such as improper costs, failure to take discounts, incorrect charges, overpayments, delay of processes, services and operations, loss or holding up production, waste or material, inadequate delivery of services, loss of departmental or manager’s credibility, customer irritation or damager to equipment. Loss is usually a one time occurrence with limited lasting impact.
Effect usually confined within the organization. Most of the work not directly audited or verified.
Regular contacts with reporting staff, other departments, furnishing or obtaining information or reports, discussing controversial subjects and/or supervisory matters, requiring tact to avoid friction and obtain cooperation; contacts outside the organization where improper handling may affect results but where the primary responsibility rests with the next higher level.
Works with confidential information such as process, service and product costs, personnel records, credit ratings, individual wage and salary rates, or schedules which, if disclosed, might have significant internal effect or minor external effect.
Flow of work and character of duties involve normal mental and visual attention along with manual coordination most of the time; or part-time normal and part-time concentrated attention and coordination.
