We are a mission-driven real estate development firm focused on building and managing high-quality, affordable housing in Queens.  A multi-phase affordable housing complex in Queens is currently under construction and represents our commitment to inclusive, sustainable, and community-oriented living. As we prepare for occupancy and long-term operations, we are seeking a seasoned Vice President of Compliance to join our executive team and ensure full adherence to regulatory requirements and housing program standards.

Position Summary:
The Vice President of Compliance will lead the strategic planning, execution, and oversight of all compliance-related functions for our affordable housing portfolio, starting with our newest development in Queens. This role is responsible for ensuring regulatory adherence across federal, state, and city housing programs (e.g., LIHTC, HUD, HPD, HDC), including tenant eligibility, income verification, lease-up procedures, reporting, audits, and fair housing practices.
This is a key leadership position reporting directly to the CEO, and it plays a critical role in aligning operational processes with the complex requirements of affordable housing compliance.

Key Responsibilities:
Compliance Leadership:

  • Design and implement a compliance program for lease-up, operations, and long-term property management in accordance with LIHTC, HUD, and HPD regulations.
  • Serve as the internal expert on affordable housing regulations, including rent limits, utility allowances, and income certifications.

Lease-Up Oversight:

  • Oversee the initial lease-up strategy, including marketing compliance, lottery procedures, and tenant selection in coordination with HPD/HDC and management teams.
  • Ensure proper documentation, tenant file audits, and compliance with fair housing laws during lease-up and renewal periods.

Regulatory Management:

  • Maintain current knowledge of federal, state, and city affordable housing policies and apply them effectively to organizational operations.
  • Act as the point of contact for all compliance-related audits, inspections, and agency interactions.

Training & Monitoring:

  • Develop and deliver compliance training for property management staff, leasing agents, and operations personnel.
  • Create internal audit and quality control systems to prevent and correct compliance violations.

Reporting & Documentation:

  • Prepare and submit required reports to regulatory agencies and investors.
  • Maintain detailed and organized tenant records, certifications, and compliance logs.

Cross-Functional Collaboration:

  • Work closely with development, legal, operations, and third-party property management teams to embed compliance throughout the project lifecycle.
  • Partner with community and government stakeholders to support compliance transparency and integrity.

Qualifications:

  • Bachelor’s degree required; advanced degree in public policy, real estate, law, or a related field preferred.
  • Minimum 8–10 years of experience in affordable housing compliance, with at least 3 years in a senior leadership role.
  • Deep knowledge of LIHTC, HUD Section 8, HPD/HDC regulations, and NYC-specific affordable housing requirements.
  • Experience overseeing compliance for new construction projects and initial lease-ups preferred.
  • Strong understanding of Fair Housing laws and affirmative marketing practices.
  • Exceptional leadership, communication, and organizational skills.
  • Proficiency with compliance and property management software (e.g., Yardi, RealPage, or similar).
